I believe I understand what you are trying to accomplish. In my former "Corporate" role as District Administrator for a leading specialized staffing firm, we would produce operating and financial reports for accountability/goal setting meetings held on a recurring basis with the management team to ensure we were on target to meet or exceed existing goals with the optimal results to show sequential growth month over month and year over year.

From what I am gathering from your design brief, you would like an Excel spreadsheet to produce varied graphics that communicate the results for each specific category. These graphics would need to be easily understood, yet make an impact to the general audience so that they are clear on where the organization currently is and where it needs to be.

So for this to occur... each graphic would need to be provided for each scenario possible. For example the mobile charge showing 1/5 of a charge... would be just one of 100 different graphics (as an extreme) or at minimum five different graphic images that would allow for this to change and adjust to the numbers achieved for the duration of the tasks being quantified. Is this correct?

Also, in thinking more about the flexibility this report would require and if this is to be provided in an automated fashion, it is likely going to demand a greater fee than $190.00. If it is not as detailed and is not necessary to automate (if even possible to create such a spreadsheet without first knowing the results each period), then perhaps a set of graphic images set with the ease to update manually would be more realistic from an outsourced designers abilities to deliver such a document/spreadsheet.
