I take issue with this, as I believe that my design came first and it is identical to the chosen winner.

It's actually similar but different. The font and leaves are different. This designer and you both submitted similar designs to begin with, however, when offered feedback, this designer was very responsive whereas it took you quite a bit of time to reply and resubmit.
