There is no problem at all.
I simply put a serious question TO THE PROJECT OWNER so I could analyze and understand better, in the company's and investors's view, if there is a some kind of logic dissociating the logo in 2 diferent launched projects with 2 payments.
To understand better what is it really expected from the designers, so I can decide if I am up to it and if this would really worth it or not.
Regarding to the payment is guaranteed. It doens't mean there is no winner already. It doesn't mean that the possible winner from the other project hasn't been in touch with Project Owner, inviting the designer to work in this '2nd part of it' so he/she can complete the whole job.
ProjectOwner don't necessarily have to be the CEO, or Mkt Director, who controls the tight budget saving the most he can in behalf of the company. Project Owner can easily be an administrative employee or a familiar with a certain budget responsible for an outsourced logo, who has decided to help a designer friend of him, giving him all the leads and the chance to win a double extra money. I prefer to invest 1min in this funny paranoid(or not) idea and give you my reply than to waste 1sec in this project without feeling any kind of engagement from a super absent ProjectOwner.
Instead of giving me that answear that I didn't asked,like if I had attacked you or something lol, it would have been nicer if you had just waved or smiled and submitted your designs while enjoying life
