Need a photo extracted from background cleaned up, vectored and clipping mask made

I have a photo of a caster and wheel that need to replace an old photo on the cover of a brochure. The photo needs some cleanup so that the caster and wheel look shiny and new, and it needs to be vectored so that it can be resized for other platforms, like a booth panel. It also will need to have a clipping mask made so that it fits into a vectored drawing that the old one came out of.

I will send several photos to choose from, and the AI file of the brochure cover that I need to replace this element in so that the designer can easily see what needs to be done.
