But as per the Design Crowd rules what I know that Design Crowd deals with design files only and as per the budget you mentioned in the brief it is enough for having a HOME page design made in Adobe Photoshop (latest version).

Yes, we are looking to build a fully functional responsive website from the ground up. I am familiar with WordPress as a blogging tool so I am not sure if that is what most businesses use to build a website. You are the expert. The budget mentioned here is just the basic minimum to post a contest on DesignCrowd. We are willing to pay a premium for a website that fits all of our needs.
