I read your profile and I understand where you are at... I am a dev myself and stung a few times as well.

I have also shelled out over $10,000 in work, some via freelancer and ended up being a victim of crappy work, requests for milestones to get projects moving faster and a lot of other nonsense. So as a buyer, things arent always rosey either.

All the links to our website and forums are displayed and that should be enough to show legitimacy in this project. As a buyer, I do feel that from past experience, like yours as a developer, its good to have some security and for you its guarantee of payment and for me, its being able to have the knowledge that if work is being delayed for personal reasons (sickness, computer crashes and a multitude of other excuses I constantly hear), that I can also have some certainty in a project being completed as agreed.

I appreciate your comment and have to respectfully disagree with your requirements.

Read your response to smart's question and did not see a clarification if you were looking for just a PSD layout or for a fully designed functioning website. From my reading of the brief I cannot determine which you want.

I am after the CSS and HTML included as per my brief.

Sorry, I am new on this site and just found out I cannot edit my post.

I am not after a fully functioning website, just the html and CSS for the site as that will go to my coder and he will add the required JavaScript to make the website function correctly.
