Thank you Samir. As you may know, DesignCrowd gives 3 options for budget and I chose the middle one. If this budget is too low, then we may want to ask to DesignCrowd to increase their budget ranges.

As far as the scope, I posted the project for whatever the standard scope for projects on DesignCrowd were. DesignCrowd told me that WordPress projects included code, otherwise they would be exactly the same as Website projects. However, because this was not clear to me or to any of you, I am accepting either type.

If this is an ongoing problem, perhaps we should recommend DesignCrowd remove the WordPress option altogether, seeing as it is the only category in which coding is supposed to be included.

Alexend, to answer your question, Yes. You may submit PSD only. If the design is by far the best, we will have someone else code it. However, if anyone else wishes to submit design with code, it will be accepted.
