Hi there, as you are intending on purchasing 4 designs (which are very likely to be from 4 separate designers) you are much more likely to receive entries from professional designers if you divide the payments equally. As it's not really a case of 1st, 2nd, 3rd, 4th. You are essentially just looking for 4 designs, so each design selected should really get the same payment. Just a piece of advice.
