How much is it for a full e commerce site? Is the implementation of e commerce plugins really expensive? How much more to make it worth it for full e commerce site? I have seen e commerce sites made on design crowd for $1050 package. Please let me know so I may adjust accordingly.

Ok I will re - iterate the e commerce needs for the site....

Site must have:
-A login for customers to access their own account
-their account must show their previous orders, store their payment and billing information
-the customer must be able to schedule future orders using a calendar. They should be able to schedule an order for next day, next week, next month, and up to six months in advance.

Better you reduce your budget here get a best decent design PSD & then move to coding as all designers are not coders.
