How do the people of Pluto place the sign and how should it be placed?

The sign is flat and sticks to the comet like a stamp. The people of pluto built the sign in space in the path of the comet, the comet ran into it, the sign stuck to the comet. The comet is round and 11 km in diameter. The sign takes up most of the face of the comet, with GOOD LUCK written on top of EARTH. The sign is tranparent apart from the letters, which are neon red.
