does the 'jack' in 'jack pack' stand for the card, like jack of clubs or is that irrelevant to the name. i know the game isnt about cards but i was wondering where the name came from

The "Jack Pack" stands for a pack of jacks. The promotion is when you purchase five club keno bids with the jack you get one bid with a jack free. So it is literally a pack of jacks. Hope this helps!
