You could use provided sites as reference of what type of content will be there.
Ignore the existing design and suggest something new. Also since it will be a new conference brand there is no need to follow the previous design style.

what do you mean you want the page to be scrollable. Do you mean you want a one page design. Aren't all pages scrollable? or did you mean you want parallax scrolling feature.
