I'm unsure how this works, does this mean Iam guaranteeing payment to everybody that submits a design or just the winner? Iam guaranteeing that I will pay the designer who's logo I choose.

I am looking for the projects of logo design. you are in my list of those project holders who are serious with there task because you gave us enough time to complete that task. There are some project holders who give deadline of 3 to 4 days. personally speaking logo design looks very easy task but requires real back bone and hard working to finish appropriate one. I am working for last 6 years but new on Design Crowd.
