Brief de Design Photoshop

I am looking to have a custom website designed. I would like a PSD made of the design I came up with. Once I get the design I will slice the PSD and create a wordpress template from it.

See attachment for basic layout of the graphic. The image labeled Player page is the basic page I will need for the website. I also need a home page with an image slider on it and thumbnails of recent, state video uploads.

A textured background is ok.

Looking for a quick turnaround.

Text at top of page is a menu that is needed. Open to seeing the menu as a navigational bar or/and with different font types.

No preference on page background color or font colors. I welcome creativity.
