Brief de Design Application

I have a very table heavy web page that I would like to add a design touch to it. I have the logo and primary colors picked out, I just need some help in adding visual appeal the page. I would also like to add a couple of button to the page as shortcuts. Every spot that has a + sign could have a button added. I would also like to add another graph (the data will be in the uploaded files. Please feel free to ask any questions :-)
