Are you requesting a logo design as well as a business card design? If so you might want to up the payment a tad since it is actually a two part project.

I am new to this system. What kind of increase are you recommending to be fair to the designers.

I'd suggest between $100 to $200. Have a look at some of the other jobs and view the design submissions in relation to the $. You'll get a good idea of the work you may get. If you look at closed jobs as well you can see the quality of output you can expect from designers as well.
