For 4 banner set I think the prize money is very small.
Actually the budget is quite good for 1 single banner.
To get all the 4 banner we think you need to reconsider the budget and increase it.

it is only 2 banners that need to be displayed in different sizes.
It is really only a simple banner, I think it goes relatively quickly.

I agree with you that the banners will be a simple one. But for each banner a designer need to work from the scratch.

And in my experience what I know that in general the project type you select normally deliver 1 design. In that case 1 product banner with 2 different size(same deign but size different) can be given by us. But for the 2nd product you need to increase the budget. If so that will fair to the designer.
