Brief de Design Wordpress

I'm looking for a wordpress website for my consulting company specialized in data privacy (GDPR) and computer science.
The website will serve as entry point to for potential clients.
The website should have the following sections (I'm opened to new ideas):
- Presentation of the company
- General presentation
- Services provided with some details
- Blog/articles with tags (if possible)
- Contact
On every page of the website there should be some references to pages (such as privacy policy, legal information...)
If possible he website should be multinlingual (english and french). I'll personnally take care of the translation in french.
Regarding branding;
- Name of the company: Patrick Guillemin Conseil
- Logo is attached
- For colors to be used see attached PDF for exemple
