Brief de Web Design

I am looking to have someone take my existing website and either update it with a new design and menu which is more mobile enhanced (70% of my traffic is from mobile devices and most people stay on the home page to find what they need) or create a new website from scratch to achieve my design goals. My name goal is the have to home page be quick and easy to find what the customer is looking for.

I have attached an example the design idea I came up with for the home page based on what I would like it to look like as well as some logo files and pictures.
