Brief de Web Design

I need a web design and developer for a new small law firm in Sacramento, California called Albert Mendoza Law, A Professional Corporation. I am a trial lawyer who represents average people facing difficult litigation disputes, including criminal defense as a former prosecutor and civil litigation as a civil litigator. Criminal defense includes domestic violence, battery, assault, drug possession, theft, DUI, etc. Civil litigation includes business disputes, property disputes, employment disputes, family law disputes, and immigration issues. I would like to see web designs that incorporate my logo and use the logo's navy blue and gold colors. I have uploaded the files of my logo to this brief. Please only use the navy blue and gold version. Overall, I want the design to look firm, professional, and elegant.

I plan on having the following pages on my website: (1) Home, (2) Albert Mendoza, (3) Practice Areas, (4) Insights, (5) Contact. I've hand drawn a preliminary sketch concept of what I envision the home page's layout to look like (attached with a text version). I would like your design to keep a similar layout for the homepage and incorporate my logo's colors within it but I am open to creative layout alternatives/ideas. I would like the other pages to have a similar look and feel as the home page. Some of the areas currently in my sketch do not have the full text. You can insert other text for now and I will provide the winner the full text.

In terms of the pictures on the website, I enjoy images of courthouses, columns (example attached but I cannot use this one), and, if possible, images from Sacramento, CA in my background (headshot attached). A plus would be live images that move and also sections of the webpage moving in the viewers view as they scroll down on the page. Also, it would be great to have my logo act as the tab for the website. I can provide other versions of the logo if needed.
