When a project is marked as guaranteed it means that the customer has committed to paying out a designer and has waived their right to get their money back. If it is not guaranteed, the customer can opt to get a refund of their money.

Your brief will be more useful to designers if you can provide examples of what you like or find inspiring. "These are high end, beautiful leather shoes that are artisan made and will be sold throughout the world." Your target market is broad and vague as is your product description. Specificity helps.
