As i can see this contest is for limited number of designers only. You can make your submission only if your Character Design rating is more than 2,5 stars. If you haven't submitted in this category before or did not recieved good ratings from previous Character Design projects you will not be able to participate.

I understand. I didn't know that. I only saw the contest yesterday - with only 21 hours left, and decided to make a go for it. I haven't participated in any character design before and this will be my first time. It's a pity I won't be able to submit the entry I've made while trying to catch up.
