What you mean by graphics design?
In your brief you have asked for the Home page design which means web design.
And web development is different.
I think you have chosen wrong category.
All you need to change the category of project from graphics design to web design or you can simply add additional amount with this project.
In general a single page eCommerce type web design is cost around 250-300 USD , not AUD.

I just want a design representing our company as the home of our website. I struggle to find another way to explain it.

I have previously attached our image that we are currently considering. Your design if any will be inserted in lieu of that page. There is not need to build the top navigational toolbar or the bottom bar.

But you want a home page design then there are lot to design between top bar and bottom bar. For example banner, about section, product images , newsletter etc.
If it will be a simply the banner job then budget is enough. But for the home page still the budget is not enough.
