Brief de Design de Logo

I would like to design a new logo for our task force in Boston. This logo I hope can be simple yet make a statement of pride, professionalism and community.

I would like to take the graphic of Washington crossing the Delaware river, ensure the boat is accurate for current day, but we want to keep the personal inside the boat looking like Patriots as they were back then. I would like 9 stars around the drawing to symbolize the 9 committees around in & around Boston that we serve. This is a Flood strike team uniform. The drawing of our current urban search and rescue team will be attached as a template along with other picture I provide. Any help would be great to make this special.

Graphic: New type of fast boat with waves along side, maybe keep the old school patriots with Washington. Have one person standing and pointing forward , an American flag in the boat like shown. Design may be in black and white or similar to the existing image of Paul revere on the Horse.
