Can you explain how to upload in Adobe zip file? It allowed me to upload JPG, but not a zip however I took into account all the requirements.

I just submitted my design and added the zip file to Adobe Stock portal. I already had an Adobe ID but never uploaded anything there before. I am not sure if it worked out now because I didn't get any notifications about it. Is it possible for you to check if it got there?

I have the same problem as the designer above Cherry.. I had an Adobe account with no uploads, how can I know if I submitted everything and it's correct? There should be some kind of notification to know if we entered the competition..

When creating a set of icon for a particular "culture", is it necessary that the "culture" belongs to a whole country?
For ex. can i create an icon set for the state of KERALA, which is a state within the country INDIA, with its own identity....
this is akin to say, creating a set of icons for HAWAII in particular, and not USA as a whole.

Yes, you can focus only on Kerala. As the brief states, your cultural icon set can reflect icons from your local town or city or state. You can submit several icons, just as long as they are thematically different, not just work in progress.
