Please, just eliminate designs you don't like at all or leave designer a message on desirable improvements.
When you rate 1-2 stars, you drop our average rate and possible earnings on other projects, so no designer will risk and send any repeatable layouts.
This way you will get less designs too.

Sorry - i had no idea it worked that way

If you eliminate every design without rating and feedback, how can a designer understand what you are looking for? and the direction of the design is right or not. This is subjected to the requirement of the design , and the star rating is to meet quality standards. its true when you rate a design 2 or less it decrease the designer rank. but the main thing is quality and the value of time of a designer.
