How can we use frameworks like Bootstrap if we are not allowed to use javascript. Bootstrap and other responsive frameworks have a css and js file (or /adn jquery).

Thanks for the comment... most of the responsive design can be done using CSS only. Here is one example of this for eBay templates using only CSS: [Non image link removed]
Basically anything that requires JS would not be acceptable including things like image sliders or fancy menus.

Also note for this example, they used only the boostrap css file.
