I'm beginning to think sometimes the project owner and the winner are one and the same person.
And then they/he/she are using afterwards one of the many submissions - in most cases, just a Jpeg will do.
I might be wrong, but I've seen one too many such contest results, and it's just too absurd!

Doamna/Domnisoara Umbrarescu., logoul selectat de dumneavoastra nu este nimic neobisnuit si este un font care poate fi utilizat de orisicine. Daca iubiti ceea ce faceti si intradevar va doriti o imagine neobisnuita care e un pic mai unica, va rog sa schimbati selectia. Faceti Romania vestita prin originalitate, nu prin ceva generic.
