Brief de Design Illustration

We need a classic type political cartoon type graphic but would like it to have a bit of color. It might look modern and 3d even (not required, just saying we are open) but mainly has the classic political cartoon look.

This will illustrate a 1700% rate increase by the Mackinaw Tourist Bureau suddenly imposed on our area's small family operated campgrounds. They are allowed to tax or charge whatever they please, and since the board is dominated by hotel owners they are using their power to force campgrounds (they perceive as their competition) to feel the pain.

We are looking for something that evokes a look like the "monopoly man" but not close enough to get us into trouble. Maybe give him a monocle, a cigar puffing or holding maybe or not. He is labeled (maybe on his top hat?) "Mackinaw Area Visitor's Bureau"

He maybe has:

Cash clutched and falling from hands
Cash overflowing his pockets.

Small congressmen and senators (label them) rejoicing as his spilled money rains down, or maybe they revel in the cash and sprout from his pockets.
In his pocket is a paper rolled up (Bill for Congress) labeled

Perhaps he is gleefully but monstrously stepping on, or smashing with brass knuckles or with his cane a sad tent - maybe the sad tent has a small dad, child, and mom (maybe carrying a baby fleeing it) - or not. We are going for clarity more than complexity so if the fleeing people feels like too much then use your judgement. The Monopoly man is maybe saying "more, more, more" as he holds a wad of cash in one upstretched hand. The poor tent is labeled "Mackinaw's Campgrounds".

Maybe we can see on the cash it is called TAX DOLLARS

Attached is a rough when we originally thought we'd make the menacing figure a building shape instead of monopoly man. It is just rough to communicate the concept - don't worry about emulating it.
