Do you also accept Adobe Photoshop or just the three mentioned in the brief?

Adobe InDesign is the preferred format.

I basically want a format that will allow us to easily publish two PDFs

1. 4 singlesided 8.5x11 that will be downloaded and printed by a user
2. 1 doublesided 11x17 that will be printed and folded for physical distribution

Ok. If PDF is your main target, do you accept PDF? Also, Photoshop has the option to save the project as a PDF.

No. I need it in a format that I can tweak and modify. I am more comfortable with the "vecor-first" tools like Illustrator instead of Photoshop
