Are you want a static html pages or backend admin as the requirements you gave is very complex and not simple design with html...

Also no payment guarantee means not paid even if work very hard...
please think again about this as this is no fair deal for any designer so how can I work on this??

Hi. My goal is to use the resulting design as the user experience part of a larger application which is why I want the HTML and CSS. This is my first DesignCrowd experience - what I don't want is a simple WordPress (or equivalent) template - I can do/get that myself (which is why I'm not doing payment guarantee - if the only responses I get are templates responses, why bother?)

Static pages are fine as long as they meet the individual requirements.
