Have you considered a CMS Site for changing Content easily?

Hello. I want it fully designed and as coded as is practical without the page/menu content. As for CMS I think that is overkill for what this site will be. I just need to make it as easy as possible for the operations manager to add/update a list of bands and dates on a page and modify the weather/fishing report every morning without editing html.
