Brief de Web Design

We are looking for someone to design a webpage/home page for our railroad. Doesn't have to be fancy, just basic contact info and links to our regional partners and government agencies. We don't do any online sales but would like a web presence that makes us look professional. We have a logo, and some pictures, but are open to purchasing pictures or other graphical elements to enhance this site. We would like links to our partners websites and emergency information. I don't know how many pages this will take??
