Brief de Web Design

I need to get a website for my new online school NoTe Norwegian teaching. This is a new online school in Norway, offering online courses for expats and other people taking courses in Norwegian and Social Studies, which is mandatory to get permanent residency in Norway. The company needs a simple and functional website that will attract students. It should be easy to use, easy to find information and it has to look professional. The website should have a clean design. simple pictures related to online studies, languages, international connections etc.

Important points:
- I want to use the domain www.norwegianteaching.no and www.norwegianteaching.com in one domain, so if you write www.norwegianteaching.com you will maybe end up in www.norwegianteaching.no/en or something. I own both domains.
- the following words have to be mentioned many times: online learning, norwegian studies, vox, udi, approved by udi, approved by vox, norwegian course, study online etc. I guess I will make the text myself? I would like to get some help to make the text in English.
- I want to also have a facebook page, but that can come later

I need the following:

- website in both Norwegian and English (customers can click the flag to get English or Norwegian text)
- payment solution with Visa/Mastercard AND paypal AND klarna AND invoice - so a payment solution that is easy to use
-clean design
-easy to use
-also adjusted to smartphones and tablets

Logo image is uploaded, but I am waiting for the original files form the designer of the logo. It will come on Monday.
