Please clarify the exact scope of work as this is design contest / competition.
Project says Job Type CSS coded design only

The current budget suffices for homepage PSD design with CSS only - not all pages designed or CSS coded or php integrated or backend or ecommece integrated for this small budget.
Also please guarantee the contest if you need the best designers to work on it
