The current budget suffices for psd design only - Whereas you are asking for full css coding & coded designs integrated for this small budget

Thanks for input. I increased the budget. We can work with a PSD as long as animations are plugins that are defined clearly. Of course HTML5/CSS/Java would be much better

All screens should be on one page or separate page ???
