looking for creation of mascot for Energy Program. Character to be animated light bulb known as Kil O. Watts nick name Watts. He is a light bulb in sneakers, T-shit and baseball cap with agency log on both. The character should be smiling, pleasant and inviting giving the appearance of a super hero minus the cape. Audience is children ages 5-10 years of age.
