Project says Job Type Web Design (Uncoded - PSD layout only) wherewas you are asking for full ecommerce buildup in the description

The current budget suffices for 2-3 pages psd design only - not full site designed or backend or wordpress integrated for this low budget

The designer will select existing Wordpress Themes that meet our design desires, and present them as part of the design proposal. We will make our selection based on the selected Wordpress Theme(s), which the designer will creatively adapt with the new company identity.

It's still unclear whether you want to receive images of the site (PSD design) based on the wordpress theme or you want an actual functioning website based on some Wordpress theme developed.
Please clarify that cause current budget only suffices for PSD design only.
