thats a good question, it is only for design but it would need to be cms friendly as we plan to upload content using webend cms.

we will be adding content like news/flyers/videos/ pictures to the site..

not clear.... Do you require only design files (psd files) which you will convert into HTML/CSS and then CSS by your self?

I will will need the final design coded as per the parameters submitted. will discuss more details with winner.
