Hi, US letter is A (legal) 8.5 x 11 inches or Legal 8.5 x 14 inches? Vertical or horizontal?

Must we keep the items in the order you have listed them in the documents or can they be rearranged for a better fit?

I have submitted some different cover variations and one inside design. If you would like to proceed with me on your project, I believe your document will be 8 (using both inside covers as content pages); or 12 pages if you would like the content to be more spread out; each dish category (i.e. appetizers, entrees, etc.) will have their own page.
