please confirm this is for mainpage design with CSS,XHTML coding only & not full site build and /or coded or backend built for the budget set

We can give you a portfolio type page design / site but no backend to manage or add more photos can be included for this low budget (that what you are asking for). Yes we can design in such a fashion that we can add the backend in next part / phase
