Brief de Design Wordpress

I need a freshly designed website for medcontroltech.com using wordpress. I attached a mock-up/sketch of a basic concept. I want the top banner to remain static and the user to be able to scroll though each section/menu choice. I also attached a slide deck and executive summary of the company to help you understand what we're doing. I can send text content when needed. Otherwise feel free to add your own creative take on it.

The website that I currently have is http://medcontroltech.com/. I'm not sure why it takes forever to upload and it doesn't look as clean and professional as I'd like. For example, submitting message causes a weird visual error. Some of the text sizing looks awkward. The background image in the top banner looks weird because one guy is cut off. The top menu banner does not stay at the top when scrolling. The whole site looks bad in a mobile device browser.

If it's easier to work off of this and update it with some extra time put into making it look better that's fine too.

I attached the best image of our prototype that I have. It might look good if the top banner has a pharmacist looking person holding it or it on a pharmacy counter like this:
