Brief de Web Design

I would like a website that would allow users to register on the website and be able to upload their pictures for others to be able to comment on.

The site should allow for categories of photos such as:
|photoshop pictures | Photography | Hand Drawn | also allow for sub categories.

Auto resize of pictures or maybe a restriction of dimension so every image would look the same on home page but when looked at its full size.

simple comment and rating system

we will be using social media so facebook twitter and g+ buttons for sharing would be nice

the attached image shows how imagine the site but open to ideas.
the site www.worth1000.com is very similar to what I want to accomplish
