Can you be more specific? What part of the brief is confusing?

The second sentence of the brief says:

"But, this isn't a perfect world, so we'd like to take baby steps and redesign just the header (see attached)."

further more, it states: "You deliver us a PNG image of an enhanced header layout, and our crack team of programmers will code it up."

What's confusing about this?
