For your purposes I recommend using a website builder. I have built several sites for clients using DudaMobile's responsive website platform. These site are fully coded (meaning you are not restricted to templates) using HTML, CSS, and various other code. What is beneficial about the platform is that you can still update your site using a drag and drop editor. Meaning you spend less time and money on development.
