Brief de Design Graphique

I need a professionally designed header graphic for a client's site that I've been building for a while now. The site hosts information for a yearly conference for first responders. I'm looking for a rather elegant header with a fixed size of 990x125 and a bit of impact (not overdone though).

I'm attaching some existing artwork to be used.
