The size from PPT is 13.33"X7.5" (inches). Are you looking for same dimensions ?
Am I allowed to use Photoshop for designing ? I can create great design. You will get .PSD file as project file which will be editable (in case if you want to change anything later).
Please let me know.

Also, am I allowed to use any colors ?

It needs to be A4 ideally, just in case I print it out. The example was just a stanbdard powerpoint template size.

What application do I need to edit a PSD?

Yes, no specific colours but being a man, avoid pink!

A4 size (UK). I am not sure I can edit a pdf

PSD files are editable in Photoshop.

Also thanks for mentioning that you need A4 size.
Is it portrait mode or landscape mode which you are looking for ?

The final deliverable will be PSD project files & PDF for print files.
In case if you want any changes in future, you can edit it in Photoshop and save it as PDF to get it printed.

The reason I'm suggestion, Photoshop is because you are looking for print purpose and if we use Photoshop we can create High Resolution (High Quality) output.

I liked landscape but it can be either, maybe portrait is better
